BEDFORD TOWNSHIP BOARD MINUTES

The Regular Meeting of the Bedford Township Board was called to order by Wilburn at 7:00 PM followed by the Pledge of Allegiance.

PUBLIC HEARING

REQUEST FOR APPROVAL OF IFEC APPLICATION FOR SUNRISE WINDOWS, LTD.

Motion was made by Goebel, seconded by Schockman to open the public hearing to request approval of the IFEC application for Sunrise Windows, LTD.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

Motion was made by Goebel, seconded by Meyer to close the public hearing to request approval of the IFEC application for Sunrise Windows, LTD.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

Schockman spoke, informing the board Sunrise Windows, LTD is a long established company in Bedford Township, and they are applying for a 12 year tax abatement on both real and personal property totaling $1,796,329.00 at their location at 200 Enterprise Drive, Temperance.  He also stated this project would result in the retention of 199 jobs and the creation of 5 to 10 new jobs within two years of completion of the project.  Several board members spoke to the issue.  Motion was made by Schockman, seconded by Meyer to approve the IFEC for Sunrise Windows, LTD., located at 200 Enterprise Drive, Temperance, MI 48182 for a 12 year tax abatement on both real and personal property totaling $1,796,329.00, resulting in 199 retained jobs and the creation of 5 to 10 new jobs, as presented.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

APPROVAL OF AGENDA

Motion was made by Meyer, seconded by Goebel to approve the agenda as presented.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

PRESENTATIONS

STATE REPRESENTATIVE KATHY ANGERER

Wilburn introduced State Representative Kathy Angerer.  Angerer spoke, thanking Mr. Schockman and the board for inviting her to the board meeting and informing the board as well as the public of the many issues currently before the state legislature when they go back into session next week.  Among the issues mentioned were, budget cuts, health care, election law changes, the possible closing of the Temperance Secretary of State’s office, the smoking ban, and consolidation of various departments at the state level.  Angerer graciously answered questions from board members, and thanked the community for the opportunity to serve.

CONSENT AGENDA

Motion was made by Goebel, seconded by Meyer to approve the consent agenda as published.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

PUBLIC COMMENTS

Jim Duggan, 8690 Mary Meadows, spoke.

Judy Frankowski, 1115 Ashland, spoke.

Mary Kay Thayer, 4189 Little Streams, spoke.

NEW BUSINESS –

APPROVAL OF BILLS- Motion was made by Meyer, seconded by Schockman to approve the following vouchers for payment: General Fund-$26,618.62, Fire District-$45,043.78, Police Fund-$2,209.33, Park Fund-$2,313.01, Transit System Fund-$13,653.00, Metro Act Fund-$170.00, Building Inspection Fund-$190.08, Library Operating Fund-$6,928.49, EDC Fund-$138.81, Water Revenue Fund-$900.00, Fairfield Dr. Debt Service Fund-$5,031.98, DDA Fund-$53.85, Sewer Operation & Main. Fund-$1,364.52, & Trust & Agency Fund-$2,668.70, for a total of $107,284.17.  Motion carried on a roll call vote as follows: Aye: Francis, Meyer, O’Dell, Schockman, Goebel, Hurley, & Wilburn.  Nays: None.  Absent: None.

COMMENTS FROM THE PUBLIC

Mike Smith, 7028 Ridgedale, spoke.

Linda Sara, 6261 Whiteford Center, spoke.

REPORT FROM TOWNSHIP BOARD MEMBERS

Hurley – Mentioned the great Christmas Season.

Goebel – Commented on remarks made by Representative Angerer.

O’Dell – Thanked Representative Angerer and potential candidates for the 55th House District for speaking, and briefly mentioned Wilburn’s memo regarding a recent news article.

Meyer – Informed the public that beginning 1/19/10, Rosemary Bentley would be at the township hall on Tuesdays and Wednesdays from 9 am til 11 am assisting senior citizens with their 1040cr and home heating credit tax forms.

Schockman – Thanked Representative Angerer for speaking to the board,.

Wilburn – Commented on legislation regarding road issues, mentioned SEMCOG is working on this issue, and stated the board would be holding a town hall meeting regarding road issues in the near future.  He also thanked Mike Smith and Mary Kay Thayer for speaking at the meeting.
